关于查询语句按两个字段排序问题，不知道可不可以，求大虾指点！！！！！

查出来的结果是
stateID stepID：

我想要的结果是：
stateID stepID

1 0

上面的语句怎么改，求大虾指点！！！！！！！！！！！
