jsp页面不显示？解决方案

jsp页面不显示？？？？？
我用的是struts+javabean
服务器是tomcat。
在跳转到main.jsp页面后，main.jsp竟然什么都没有显示???
main.jsp代码如下：

非常确定已经跳转到这个页面，标题都出来了。
但是frame里面的页面怎么也不显示？

把代码改成这样也一样：
