The internal RMIregistry port 1099 may be in use by another application.
If the SDK does not start select the Networking tab and enter another internal RMI registry port number.

My personal solution was to uninstall update 29 and install the previous release, though be aware that reverting to an older Java release may expose you to security issues and you should update to the latest Java update as soon as the issue has been resolved, so it's at your own risk and should be seen as a temporary solution.

NOTE: there's no release 28, so you need release 27, which is here:
