远程连接mysql 10060错误
Could not connect: Can't connect to MySQL server on '***.***.***.***' (10060)

代码是
$con = mysql_connect("***.***.***.***","user","Password");
if (!$con)
  {
  die('Could not connect: ' . mysql_error());
  }

用户名和密码正确 而且用户名有权限远程IP 不是localhost 而是%
本地用phpmyadmin 正常
防火墙关闭了  
服务器是 Windows 2003 系统 
求解啊
